Presentation Abstract:

International Megaprojects with Governments implications; show a constant since 70 years; 90 % of them have between 50% to 100% cost overruns, some more than 100%, and very few on budgets. Nearly all have schedule overruns. Profits or revenues are overestimated by 20% to 70%.
Highlights:
What makes Megaprojects’ Cost Overrun? Some projects end-up being nightmares. 
Nothing works the right way. System dynamic (ripple effects) are ignored. 
What are the financial alchemy and partners’ network influences? 
What are the mysterious and taboo Machiavellian strategies?
 

Speaker biography:

Rino Gosselin has extensive experience in estimating (over 43 years of experience in heavy industry estimating), in all aspects of word wide industrial projects, from order-of-magnitude to LSTK turnkey estimates, (AACE Class 1 to 5, EPC), from Mass Energy Balance, PFD, P&I D, to Audits, and from Greenfield to mill modernization projects. Lead estimating and specific lead for Aspentech Capital Cost Estimator (Kbase / ICARUS) on Oil and Gas, Mining and Ethanol plant. He Performed risk management and internal SNC-Lavalin estimate audits and risk analysis on worldwide order-of-magnitude to turnkey projects. He is a member of the REC (Risk Evaluation Committee), and a member of the AACEI (Association for the Advancement of Cost Engineering International), since 1981). The values of the project he has estimated exceeds 165 billion (maximum single project value of 7 billions), and Built projects exceed 36 billion (all in 2018 normalized USD).
