Civil Technician Expert in planning and estimating at Hydro-Québec


Marie-Michelle started her career as a field advisor on a spillway rehabilitation project. This first experience confirmed her passion for the hydro-electricity field. Later she switched to the estimation field, in another HQ division, Hydro-Québec Distribution. Her experience during this professional challenge, convinced her to continue in the estimation field on a larger scale projects.


Context:
Project estimation involve many important phases. One of these, is to be able to evaluate a project cost during its entire cycle. At Hydro-Québec, our project might takes many years. The labor rate, equipment cost and material cost can have large variations depending of the context. It will be presented how Hydro-Québec calculate the cost inflation of a project by different market.

Accurate planning is key to the success of any project. Safety incidents are one important factor that impact planning and schedule performance. It is thus essential that safety measures be introduced in the early phases of the project life cycle. This article presents the results of the first phase of a broader project to develop a model for introducing safety measures early in the feasibility phase with the goal of improving project planning performance. The findings are based on literature review and a quantitative approach using the in-house database of a Canadian energy company. The measures introduced must be incorporated into the designed to reduce incidents that occur most often with each particular type of project.
